Retail Theft in California: Looking Back at a Decade of Change

Jun 12, 2025 - California ’s Retail Theft Rate Increased in 2015 and Again During the Later Stage of the Pandemic. As shown in Figure  1 , the annual rate of reported retail theft incidents has fluctuated. Between 2014 and 2015, retail theft increased slightly (5  percent) before declining by a total of 20  percent between 2015 and 2021.

The 2025-26 Budget: Department of Justice

Feb 19, 2025 - As shown in Figure  4 , support for BOF has increased over the past decade from $30.2  million in 2015 ‑16 to $62.1  million in 2024 ‑ 25 —an increase of $31.9  million (or 106  percent). The 2023-24 Budget: Racial and Identity Profiling Mandate

Feb 27, 2023 - Chapter  466 of 2015 (AB  953, Weber) expanded the prohibition on law enforcement engaging in racial profiling to also prohibit identity profiling. Additionally, Chapter  466 increased law enforcement reporting requirements by requiring each state and local agency that employs law enforcement officers report annually to DOJ on all stops conducted by its officers for the preceding calendar year.
