Recent Changes to State and County IHSS Wage and Benefit Costs

Dec 14, 2018 - Between 2012 ‑13 and 2016 ‑17, the historical share of cost model was replaced with an IHSS county maintenance-of-effort (MOE). The MOE essentially eliminated the counties ’ share of IHSS costs and replaced it with a set amount that each county would pay for IHSS.
