April 4, 2018 - This report consists of five sections. First, we review the importance of and benefits provided by California’s forests. Second, we provide information regarding how forests are managed in California, including ownership, state and federal policies and programs, and funding. Third, we review the current conditions of forests and watersheds across the state, including the concerning implications and recent consequences of those conditions, as well as the actions that would be needed to make improvements. Fourth, in the findings section, we highlight shortcomings in how the state manages its forests and watersheds. Fifth, we offer recommendations for actions the Legislature could take to improve forest and watershed management in California.
February 14, 2018 - In this report, we assess many of the Governor’s budget proposals in the resources and environmental protection areas and recommend various changes. Below, we summarize our major findings and recommendations. We provide a complete listing of our recommendations at the end of this report.
October 18, 2021 - The 2021‑22 budget package provides a total of $21.7 billion from various fund sources—the General Fund, bond funds, and various special funds—for programs administered by the California Natural Resources and Environmental Protection Agencies. This is a net increase of $4.8 billion (22 percent) compared to 2020‑21 estimated expenditures.

February 21, 2020 - While wildfires have always been a natural part of California’s ecosystems, recent increases in the severity of wildfires and the adverse impacts on communities have increased the focus on the state’s ability to effectively prevent, mitigate, and respond to wildfire risks. This report has two parts. First, we assess the state’s approach to addressing wildfire risks in light of the complex challenges that make an efficient and effective approach difficult. Second, we evaluate the Governor’s various wildfire‑related budget proposals in the absence of having a statewide strategic wildfire plan.
December 21, 2018 - Chapter 135 of 2017 (AB 398, E. Garcia) requires our office to annually report on the economic impacts and benefits of California’s statutory greenhouse gas (GHG) emission goals—statewide emissions to 1990 levels by 2020 and to 40 percent below 1990 levels by 2030. This report provides our assessment of the effects, of major policies in the transportation sector intended to help meet these goals, as well as identifies some key issues for the Legislature to consider as it makes future policy and budget decisions. In a companion report, Assessing California’s Climate Policies—An Overview, we describe the general types of economic effects of state climate policies, key challenges in measuring these effects, and broad issues for the Legislature to consider when designing and evaluating its climate policies.
February 27, 2018 - The Governor’s budget proposes a total of $17.2 billion from various fund sources for judicial and criminal justice programs in 2018‑19. This is an increase of $302 million, or 2 percent, above estimated expenditures for the current year. The budget includes General Fund support for judicial and criminal justice programs of $13.9 billion in 2018‑19, which is an increase of $270 million, or 2 percent, over the current‑year level. In this report, we assess many of the Governor’s budget proposals in the judicial and criminal justice area and recommend various changes. We provide a complete listing of our recommendations at the end of the report.
January 12, 2018 - This publication is our office’s initial response to the Governor’s 2018-19 budget. In the proposed plan, the Governor places a high priority on building reserves, proposing a total reserve balance of nearly $16 billion. We believe the Governor’s continued focus on building more reserves is prudent in light of economic and federal budget uncertainty. In addition to building reserves, the Governor’s proposed budget allocates sizeable funding increases available within the constitutionally required guarantee for schools and community colleges and supports a variety of new infrastructure projects. This report also discusses how new federal tax changes may affect state revenues and reasons why we believe there could be more resources available in May.
January 14, 2019 - This report presents our office’s initial assessment of the Governor’s Budget. The budget’s position continues to be positive. With $20.6 billion in discretionary resources available, the Governor’s budget proposal reflects a budget situation that is even better than the one our office estimated in the November Fiscal Outlook. The Governor’s Budget allocates nearly half of these discretionary resources to repaying state liabilities. Then, the Governor allocates $5.1 billion to one-time programmatic spending, $3 billion to reserves, and $2.7 billion to ongoing spending. Although the Governor’s allocation to discretionary reserves represents a smaller share of resources than recent budgets, the Governor’s decision to use a significant share of resources to pay down state debts is prudent. The Governor’s ongoing spending proposal is roughly in line with our November estimate of the ongoing capacity of the budget under an economic growth scenario. This was just one scenario, however. Recent financial market volatility indicates revenues could be somewhat lower than either we or the administration estimated.
May 13, 2021 - For the second consecutive year, the state is experiencing extremely low rates of precipitation. As we prepare for what could be an extended period of dry conditions, it is helpful to review how the state responded to the last major drought. Such information can inform—and thereby potentially improve—the state’s current and ongoing response to developing conditions. In this report, we summarize the major activities, spending, and policy actions undertaken by the state to respond to the severe drought that occurred from 2012 through 2016. We also describe current conditions, and highlight some key lessons the Legislature can learn from previous efforts to help guide its response to the emerging drought.
October 17, 2019 - Each year, our office publishes California Spending Plan, which summarizes the annual state budget. In July, we published a preliminary version of the report. This, the final version, provides an overview of the 2019‑20 Budget Act, then highlights major features of the budget approved by the Legislature and signed by the Governor. In addition to this publication, we have released a series of issue‑specific, online posts that give more detail on the major actions in the budget package.

This post describes budgetary actions related to the annual cap-and-trade expenditure plan, support for a new safe and affordable drinking water program, funding for a variety of wildfire prevention and response activities, as well as other significant changes.
