September 1, 2023 - We reviewed the proposed memorandum of understanding (MOU) for Bargaining Unit 12 (Craft and Maintenance). This review is pursuant to Section 19829.5 of the Government Code.
August 4, 2006 - We provide a fiscal analysis of proposed MOUs with Units 16 (physicians, dentists, and podiatrists) and 19 (health and social service professionals). The administration's estimate of costs resulting from the MOUs in 2006-07 is reasonable, but the estimate for 2007-08 is likely too high by $6 million due to a high estimate of inflation. We estimate that total compensation costs would rise to about $579 million in 2006-07 for a cost increase of over 10 percent. More than 40 percent of this increase results from factors other than the MOUs, such as court-ordered pay increases. In 2007-08, we estimate that costs would increase an additional 6 percent to about $610 million. In addition to these costs, we expect that future court orders related to correctional and mental health programs will increase pay for some members of these units by an unknown amount.

June 25, 2021 - This analysis reviews 20 labor agreements received by the Legislature between June 9 and June 15, 2021. The analysis summarizes and provides comments on the agreements. In addition, the analysis provides overarching comments across the 20 agreements and offers recommendations to the Legislature.

Bargaining Unit 2 is represented by the California Attorneys, Administrative Law Judges, and Hearing Officers in State Government (CASE). This review is pursuant to Section 19829.5 of the Government Code.
August 23, 2013 - We reviewed the proposed memoranda of understanding (MOUs) for Bargaining Unit 16 and Bargaining Unit 19. Bargaining Unit 16 is represented by the Union of American Physicians and Dentists (UAPD). Bargaining Unit 19 is represented by the American Federation of State, County, and Municipal Employees (AFSCME). If adopted, the MOUs would modestly increase state costs in 2013-14. Depending on decisions made by the Department of Finance, a general salary increase for all affected employees could increase state costs beginning in 2014-15 and thereafter.
March 14, 2017 - We reviewed the proposed memorandum of understanding (MOU) between the state and Bargaining Unit 16. This bargaining unit is represented by the Union of American Physicians and Dentists (UAPD) and consists of state employed physicians, dentists, and podiatrists. This analysis fulfills our requirement under Section 19829.5 of the Government Code.

March 21, 2024 - In this post, we analyze the Governor's proposals to (1) use vacancy rates to identify one-time unallocated spending reductions across state departments through a budget exercise, (2) eliminate the telework stipend established under current labor agreements, and (3) defer June 2025 payroll by one day to reduce state payroll costs in 2024-25 by one month's payroll.
September 9, 2020 - The budget assumes that employee compensation is reduced by up to 10 percent in 2020-21. This analysis provides a historical record of all the labor agreements between the state and its employees to reduce state costs in 2020-21 and—in most cases—2021-22. In addition, this analysis looks forward and provides comments and recommendations to help the Legislature think through future decisions to reduce employee compensation should the budget problem persist beyond 2021-22.
