This analysis provides a historical record of all the labor agreements between the state and its employees to reduce state costs in 2020-21 and—in most cases—2021-22. In addition, this analysis looks forward and provides comments and recommendations to help the Legislature think through future decisions to reduce employee compensation should the budget problem persist beyond 2021-22.

June 2, 2006 - We provide a fiscal analysis of the proposed MOU with Bargaining Unit 8, Firefighters. We believe that the Department of Personnel Administratrtion's (DPA) estimates of additional costs resulting from the MOU are too low. We estimate that net costs for the state will likely increase by at least $13 million in 2006-07 and $12 million in 2007-08 ($6 million more than indicated by DPA in each year).
April 12, 2005 - California's wildland fire protection system involves multiple levels of government, requires significant levels of personnel and equipment, and relies on a complex series of interagency agreements. This primer is intended to assist the Legislature in understanding how wildland fire protection services are delivered and the major cost drivers affecting spending. We also make recommendations for increasing legislative oversight of state expenditures for wildland fire protection and for reducing these expenditures.
