February 26, 2019 - The Governor's budget provides a total of $23.5 billion from various fund sources for all transportation departments and programs in 2019-20. This is a net increase of $1.4 billion, or 6 percent, over estimated current-year expenditures. In this report, we (1) review the Governor's 2019-20 transportation proposals, including those for the Motor Vehicle Account (MVA), the implementation of REAL ID, and the high-speed rail project, and (2) identify issues for legislative consideration.
February 14, 2019 - In this report, we assess several of the Governor’s budget proposals in the natural resources and environmental protection areas. Based on our review, we recommend various changes, as well as additional legislative oversight. We provide a complete listing of our recommendations at the end of this report.
March 5, 2019 - In this analysis, we assess the Governor’s 2019‑20 budget proposals for the California Department of Food and Agriculture (CDFA). Specifically, we review and make recommendations regarding the Governor’s proposals to (1) create a new Citrus Pest and Disease Prevention Division (CPDPD) within CDFA and (2) combine seven separate budget proposals into a single budget document. We also briefly discuss the Governor’s proposal related to safe and affordable drinking water.
March 2, 2021 - In this post, we describe the Governor’s proposal relating to the California Institutes for Science and Innovation (hereafter referred to as “the institutes”), which are administered by the University of California (UC). We first provide background on the institutes’ activities and budget. Next, we describe the Governor’s proposal. We then offer our assessment of the proposal and make an associated recommendation.
February 20, 2020 - In this brief, we analyze the Governor’s proposals relating to UC medical education. After providing an overview of medical education, we first analyze the Governor’s proposals to expand enrollment and build a new academic building at the UC Riverside School of Medicine. We then analyze the Governor’s proposal to expand enrollment and services at the UCSF Fresno branch campus.
March 13, 2020 - In this report, we identify a number of key issues for legislative oversight. First, we point out that the near‑ and long‑term schedules identified in the draft 2020 business plan appear ambitious. Second, we identify some near‑ and long‑term funding challenges confronting the project. Third, we raise concerns that HSRA’s plan to use a third‑party public entity to operate interim service from Merced to Bakersfield appears to be inconsistent with the spirit of Proposition 1A. Forth, we identify some of the key assumptions made by the ETO that affect its assessment of alternatives. Fifth, we identify some key actions that HSRA plans to take in the coming months that will significantly limit the state’s flexibility to change its approach to the project in the future.
February 12, 2020 - In this analysis, we assess the Governor’s 2020‑21 budget proposals for the Department of General Services (DGS). Specifically, we review and make recommendations regarding the Governor’s proposals for (1) additional staff for Contracted Fiscal Services (CFS) workload, including the establishment of a new strike team to assist departments performing accounting activities with the Financial Information System for California (FI$Cal); (2) renovating the Resources, Bateson, and Unruh buildings, and (3) funding elevator and fire system‑related deferred maintenance projects.
January 13, 2020 - This report presents our office’s initial assessment of the Governor’s budget. We estimate the Governor had a $6 billion surplus to allocate to discretionary purposes in 2020-21. The Governor allocates most of the surplus toward one-time purposes, including maintaining a positive year-end balance in the state’s discretionary reserve. Under the administration’s estimates, total reserves would reach $20.5 billion at the end of 2020-21—this represents a $1.7 billion increase from the 2019-20 enacted level. California continues to enjoy a healthy fiscal situation. Despite its positive near-term picture, the budget’s multiyear outlook is subject to considerable uncertainty. In addition to describing the condition of the budget under the Governor’s proposal, this report discusses tools the Legislature can use to mitigate against these heightened risks.
January 20, 2020: Upon further review, one item included in the original version of Appendix Figure 3 on discretionary on health spending should not have been included (specfically, use of the Medi-Cal drug rebate fund to offset General Fund costs). Removing this item—which reduces General Fund spending—from the list of discretionary choices made in the Governor’s budget increases our calculation of the surplus to $6 billion. The document is updated to reflect these changes.

March 5, 2021 - In this post, we focus on university capital outlay projects. We first provide background on university capital financing and project review. We then review capital outlay proposals for the California State University (CSU) and the University of California (UC). Next, we raise some concerns with the previously authorized UC Merced medical school project and make an associated recommendation. We end the post by offering several other recommendations intended to strengthen legislative oversight of university projects.
October 27, 2021 - Each year, our office publishes the California Spending Plan to summarize the annual state budget. This publication provides an overview of the 2021-22 Budget Act, then highlights major features of the budget approved by the Legislature and signed by the Governor.
February 26, 2021 - This post analyzes the Governor's proposal to provide a General Fund augmentation to the University of California's Programs in Medical Education. These programs provide medical education focused on health equity and clinical experiences focused on underserved communities.
February 18, 2020 - The Governor’s 2020‑21 budget includes a total of $19.7 billion from all fund sources for the operation of judicial and criminal justice programs. This is a net increase of $341 million (2 percent) over the revised 2019‑20 level of spending. General Fund spending is proposed to be $16.2 billion in 2020‑21, which represents an increase of $213 million (1 percent) above the revised 2019‑20 level. In this report, we assess many of the Governor’s budget proposals in the judicial and criminal justice area and recommend various changes. Below, we summarize some of our major recommendations. We provide a complete listing of our recommendations at the end of the report.
February 11, 2020 - In this report we provide the Legislature context for the state’s homelessness crisis, provide an update on major recent state efforts to address homelessness, assess the Governor’s 2020‑21 homelessness plan, propose a framework to help the Legislature develop its own plan and funding allocations, and offer an alternative to the Governor’s 2020‑21 budget proposal.
