May 17, 2020 - On May 14, 2020, Governor Newsom presented a revised state budget proposal to the Legislature. In this post, we provide an overview of the overall budget condition under the May Revision estimates and proposals; the major actions the Governor took to close an estimated $54 billion budget gap; and give our initial comments on this budget package.
November 18, 2020 - This report provides our fiscal outlook for schools and community colleges. State budgeting for schools and the California Community Colleges is governed largely by Proposition 98. The measure establishes a minimum funding requirement for K‑14 education commonly known as the minimum guarantee. This report provides our estimate of the minimum guarantee for the upcoming budget cycle. (The 2021‑22 Budget: California’s Fiscal Outlook contains an abbreviated version of our Proposition 98 outlook, along with the outlook for other major programs in the state budget.)
February 27, 2018 - The Governor’s budget proposes a total of $17.2 billion from various fund sources for judicial and criminal justice programs in 2018‑19. This is an increase of $302 million, or 2 percent, above estimated expenditures for the current year. The budget includes General Fund support for judicial and criminal justice programs of $13.9 billion in 2018‑19, which is an increase of $270 million, or 2 percent, over the current‑year level. In this report, we assess many of the Governor’s budget proposals in the judicial and criminal justice area and recommend various changes. We provide a complete listing of our recommendations at the end of the report.
November 14, 2018 - In this report, we examine how the minimum guarantee might change over the next several years and discuss the factors likely to be driving those changes. We then examine key aspects of district budgets—focusing on the main cost pressures facing districts over the next several years.

February 16, 2021 - This post analyzes the major adjustments to the Medi-Cal budget in 2020-21 and 2021-22, with a focus on the technical adjustments such as the administration’s caseload estimates. We will further analyze the major discretionary Medi-Cal proposals in separate publications and communications to the Legislature.
February 18, 2020 - The Governor’s 2020‑21 budget includes a total of $19.7 billion from all fund sources for the operation of judicial and criminal justice programs. This is a net increase of $341 million (2 percent) over the revised 2019‑20 level of spending. General Fund spending is proposed to be $16.2 billion in 2020‑21, which represents an increase of $213 million (1 percent) above the revised 2019‑20 level. In this report, we assess many of the Governor’s budget proposals in the judicial and criminal justice area and recommend various changes. Below, we summarize some of our major recommendations. We provide a complete listing of our recommendations at the end of the report.
February 2, 2021 - This post discusses 2021-22 Governor’s Budget proposals for the State Controller’s Office and the California Department of Human Resources to continue planning a replacement for the state’s current payroll system—the proposed California State Payroll System information technology project.
March 5, 2021 - In this post, we focus on university capital outlay projects. We first provide background on university capital financing and project review. We then review capital outlay proposals for the California State University (CSU) and the University of California (UC). Next, we raise some concerns with the previously authorized UC Merced medical school project and make an associated recommendation. We end the post by offering several other recommendations intended to strengthen legislative oversight of university projects.
April 21, 2021 - This report: (1) describes how appropriations limits work for the state, school districts, and local governments in California; (2) explains why the limit is a constraint for state government; and (3) concludes with a variety of short- and long-term policy options—both of which we think the Legislature will need to take—in response to the issue.
April 4, 2018 - In 2017, the Legislature passed two laws that made major changes to tax administration and appeals in California. Prior to these laws, the Board of Equalization (BOE) had administrative and appeals responsibilities for many taxes and fees. The laws created two new departments—the California Department of Tax and Fee Administration (CDTFA) and the Office of Tax Appeals (OTA)—and transferred most of BOE’s duties to these departments.
October 5, 2020 - Each year, our office publishes the California Spending Plan to summarize the annual state budget. This publication provides an overview of the 2020‑21 Budget Act, provides a short history of the notable events in the budget process, and then highlights major features of the budget approved by the Legislature and signed by the Governor. All figures in this publication reflect the administration’s estimates of actions taken through June 30, 2020, but we have updated the narrative to reflect actions taken later in the legislative session. In addition to this publication, we have released a series of issue‑specific posts providing more detail on various programmatic aspects of the budget.
February 3, 2021 - In this post, we provide important background on California Work Opportunity and Responsibility to Kids (CalWORKs), updates on how caseload has been affected by the coronavirus disease 2019 (COVID-19) pandemic, and analyze the Governor’s proposed CalWORKs budget. In short, caseload has declined precipitously in the most recent data, reaching a new all-time low in November 2020 (the most recent month for which there are data). This runs contrary to both the Governor’s budget (which assumes a fairly rapid rate of caseload growth from 2020 through 2022) and the historic relationship between caseload and economic data (which suggests caseload should increase following increased unemployment). In line with other efforts the administration is proposing to support low-income individuals during the COVID-19 pandemic, we suggest the Legislature work with the administration to understand the factors leading to the lower than expected caseload and explore options for ensuring CalWORKs assistance reaches eligible families.
May 14, 2018 - In this report, we analyze the 2018-19 May Revision education proposals. We first provide an overview of Proposition 98 funding and then focus on the Governor’s major proposals for K‑12 education, child care and preschool, community colleges, universities, and student financial aid. In the pages that follow, we offer many specific recommendations for the Legislature to consider. Our package of recommendations includes adopting some proposals, modifying others in certain ways, rejecting others but inviting better proposals next year, and rejecting some proposals in their entirety.
February 13, 2019 - In this report, we analyze the Governor’s Proposition 98 budget package. The first four sections of the report focus on the architecture of the Proposition 98 budget, with an overview of the new Proposition 98 spending the Governor proposes, an assessment of the Governor’s estimates of the Proposition 98 minimum guarantee, a discussion of several factors that could affect the Legislature’s Proposition 98 budget planning in the coming months, and an assessment of the Governor’s proposal relating to Proposition 98 true‑ups. We dedicate the five remaining sections of the report to examining the Governor’s major proposals involving K‑12 education. Specifically, we analyze his proposals for (1) the Local Control Funding Formula, (2) special education, (3) county offices of education, (4) education mandates, and (5) school facilities.

November 14, 2018 - The budget is in remarkably good shape. Under our estimates of revenues and spending, the state’s constitutional reserve would reach $14.5 billion by the end of 2019-20. In addition, we project the Legislature will have nearly $15 billion in resources available to allocate in the 2019-20 budget process. The Legislature can use these funds to build more reserves or make new one-time and/or ongoing budget commitments.
The longer-term outlook for the state also is positive. Under our economic growth scenario, the state would have operating surpluses averaging around $4.5 billion per year (but declining over time). Under our recession scenario, the state would have enough reserves to cover a budget problem—provided the Legislature used all of the available resources in 2019-20 to build more reserves.

March 4, 2019 - In this report, we provide an overview of the Governor’s early education proposals, then analyze his three major proposals in this area. Specifically, we analyze his proposals to (1) fund facilities for more full‑day kindergarten programs, (2) make targeted one‑time improvements to the child care and preschool system, and (3) expand the number of full‑day preschool slots. We then assess the administration’s cost estimates for the California Work Opportunity and Responsibility to Kids (CalWORKs) child care programs. We end the report with a summary of our early education recommendations.
